It was for this purpose necessary to think up the enemy. This enemy was the simple journalist whom after a fabrication of photo proofs made the spy from communists and by means of mass consciousness forced people to believe that the USSR wants to grasp Switzerland.
The film - reflection, action occurs in one office of the inspector of police (it is possible to tell what even around only one photo made in Moscow on Red Square) where deliver suspects and witnesses. But it appears, as the consequence can be manipulated, substituting it the facts with an explanation them from the necessary party.
